Sir:-
I am directed by the Marquess of Lansdowne to inform you that Sir Halliday Macartney called at this Department on the 10th instant with reference to the attempted insurrection at Canton.
He said that what the Chinese Government wanted was that the instructions sent to Hongkong in 1896 which had kept the agitators quiet for years should be repeated.
These instructions were to the effect that the Governor should keep a careful watch over the movements and proceedings of suspected persons and do his utmost, within his legal powers, to anticipate and frustrate any revolutionary attempts against the constituted Authorities in China.
It was pointed out to Sir H. Macartney that apparently the Governor had done this on the present occasion and that it was owing to his timely warning that the Canton Authorities had been enabled to crush the projected movement.
